Recovering deleted emails

Export Mail:

Officially no, but if you have a computer associated to your Apple Account's mail, then upon boot on that computer, immediately disabling networking (perhaps power off your router). That way, nothing will sync. Then export your eMails using a backup, and import them back in.

No, because once an email(s) is permanently deleted then it is also deleted from iCloud since iCloud syncs directly with the email account on your iPhone.
