This has become a HUGE problem for me. When I open my iPhone or iPad, my apps have been rearranged. I’m tired of scrolling around looking for my apps, and puttinag them back where I want them. Can I turn this ”new feature” off?

I think you're referring to the App Library, which does do some automatic organizing. The App Library cannot be turned off.

The App Library is a feature of iOS14 for iPhone. App Library is not a feature of iPadOS14.
Add widgets to the iPad Home Screen - Apple Support
That is Today View widgets. Swipe to the left to remove them from the Home Screen.

It's something in the new iOS called stack widget. It's grouping my apps into squares Apple has decided they should be in. I want to shut it off, but I can't figure out how. I'm sick of looking for my apps!
Do you mean the apps on your home screen are rearranging? Or something else?

What I want to do is shut the widgets off. I have no use for them, and I'm tired of having to rearrange my screens.
Unfortunately I am not sure what you're trying to turn off. Could you post a screenshot of it?
If it is the App Library, you can't turn that off.

I found help to get rid of Widgets:
Tap on it, there's a pull-down menu that says:
Edit Home Screen
Remove Widget
When I tap "Remove Widget, I get a message:
Removing this widget will not delete any apps or data.
Labot in tensive, but no more rearranging!
Removing Widgets will certainly prevent them from rearranging. 🙂
