When I get a text or an email and I scroll to the bottom to hit the dismiss button, the dismiss button doesn't work. The only way that it works if I start to scroll up a bit until the dismiss button starts to disappear and then it will work.
It's annoying because it won't mark a text as read if I don't dismiss it, so I have to exit out and open the message in the messages app.

If we understand your post correctly, when you try to hit the dismiss button you have to scroll further down to hit that button. We're happy to help!
Check to see if perhaps you have the Zoom feature turned on which could cause the issue you're seeing.

Did you try unpairing the watch and repairing it? Give that a try and see if it corrects the issue.

This is on an Apple Watch and it's the exact opposite problem as you described. If I scroll down to where the dismiss button is in full view and press it it doesn't work. If I start to scroll back up to the point where the dismiss button just starts to disappear (dip below the watch face) and press it then it works. It's the only time it works.
I am running version 7.3 on my watch but it was the same problem is version 6 as well.
