On several of my apps-- all of the MS Office apps plus others-- I click on the icon to open, nothing happens for up to a minute, then I get a notification: "You do not have permission to open the application “Microsoft Excel”.
I also get a full crash report."

Test whether software in your user account is causing the issue, set up a new user account(admin), then log in to it and try to reproduce the issue in that account.

No. The problem is with more than just Excel. It involves the entire MS Office Suite, Brave Browser, Chrome browser, Things, Kindle, Logos Bible Software.
