Itunes store showing black screen and itunesU icon

So its been a few days since im facing this issue. Whenever I launch itunes store it shows a black screen with no buttons and just a small icon for itunesU as shown in the attachment.

-tried uninstalling and reinstalling the app

-checked the date and time

nothing works.

any help would be appreciated!

device: iphone 7plus
