I need to download the app but it’s not letting me because the saying that I have a billing problem but the app is not charging me any money?

If the app offers in app purchases you need a payment method on your account.

If you're being told there is a billing problem, that means that a previous purchase did not complete and you owe Apple money.

You need to contact iTunes Store support and settle your debt before you can download anything.
