I need to change my payment method but have .49 cents left that I cannot spend. I also moved from US to Rwanda and need to update all the info.

I am unable to make any changes till I have spent the .49 cents.....can find nothing to buy for this amount :-)

To get rid of those few cents, contact Apple Support and request them to zero out your credit balance.
