My phone will not update to new software and now will not allow me to receive or make call.

OK Your SIM is not active hence no calls and no updates possible
Try taking SIM out and put back in.
Try settings, General, Reset, Reset network settings. (it will delete your wifi passwords)
After that contact your cellular network provider
