erased HDD cannot boot or reinstall

Hi, I bought a used iMac and upon attempting to power on the machine does not boot and cannot find the operating system. This lead me to thinking the previous owner didn't really know what to do to reset the machine properly. I am still awake a response to what they actually did and while waiting for an answer I went investigating.

When trying to boot to recovery mode, it went straight to internet recovery. I thought I would see if reinstalling High Sierra was possible, which it is not, the disk is locked but upon checking in disk utility it is not encrypted.

In the disk utility there is the following APFS volumes:

Below is the the result of diskutil list:

disk0 and disk1 make up the apfs container and in the container disk3 I see the all the volumes are small and appear to have been erased and thus explain why the machine doesn't boot and why it goes straight to internet recovery.

Now though, I'm not sure what the best way to fix this is in order to reinstall High Sierra.

I have read a lot of different posts, please could someone kindly tell me what is the best thing to do to fix it?

Many thanks,

iMac Line (2012 and Later)

I think the Fusion Drive is not formatted correctly, here's mine...

diskutil list

/dev/disk0 (internal):

  #:            TYPE NAME          SIZE    IDENTIFIER

  0:   GUID_partition_scheme             28.0 GB  disk0

  1:            EFI EFI           314.6 MB  disk0s1

  2:         Apple_APFS Container disk2     27.6 GB  disk0s2

/dev/disk1 (internal, physical):

  #:            TYPE NAME          SIZE    IDENTIFIER

  0:   GUID_partition_scheme            *1.0 TB   disk1

  1:            EFI EFI           209.7 MB  disk1s1

  2:         Apple_APFS Container disk2     1000.0 GB disk1s2

/dev/disk2 (synthesized):

  #:            TYPE NAME          SIZE    IDENTIFIER

  0:   APFS Container Scheme -           +1.0 TB   disk2

                 Physical Stores disk0s2, disk1s2

1:        APFS Volume Macintosh HD      11.3 GB  disk2s1

2:        APFS Volume Macintosh HD - Data   596.4 GB  disk2s2

  3:        APFS Volume Preboot         84.4 MB  disk2s3

  4:        APFS Volume Recovery        529.0 MB  disk2s4

  5:        APFS Volume VM           2.1 GB   disk2s5

If your Mac has a Fusion Drive and you see a flashing question mark or alert, see the troubleshooting section of the Apple Support article About Fusion Drive, a storage option for some Mac computers.

If you continue to have problems with your disk or it can’t be repaired, it may be physically damaged and need to be replaced. For information about servicing your Mac, see Find out how to service or repair your Mac.

In Terminal…

diskutil resetFusion

Also, it sems some older Macs still require MacOS Extended Journaled to install 10.13, then let the installer change it to APFS.

Thanks, Terminal did not recognise the command diskutil resetFusion.

A little further information, earlier I also ran diskutil cs list. There is no core storage and no logical volume. I thought about trying to rebuild the fusion drive but it looked like the logical volume was more for older macs, this is a A1418 (mid 2017).

Thanks for the help so far.
