Hey I’m looking to add more ram and Hdd to my 2009 MacBook so I can run the latest OS software can this be done I’m just not sure.

That model can't be upgraded past El Capitan. If the computer's running an older OS, it'll need to have at least 2GB of RAM.

Sierra and High Sierra require a MacBook Pro to be a mid-2010 or newer model. Aside from that, or getting a secondhand or refurbished one, you can't.
