iCloud storage: do not get to keep what you paid for

I bought 2TB in January; I used 177GB out of the 2TB. I now want to downgrade to a smaller plan since I thought I have ample of unused storage capacity. It turns out I don't get to keep the 1.8TB of storage I paid for. My question is why?
