I cannot uninstall any app in iOS 12.5.1

recently i update my phone to ios 12.5.1 and i cannot uninstall any of my programs what should i do?!

Settings, Screen time.

Turn Screen Time off completely .

You want to uninstall (that is, remove applications). What do you see when you hold your finger on an app until it wriggles?
