Hi, i have an iPhone 6s, im trying to download any app from the App Store, but it simply won't finish downloading. The app would either appear blacked out or it will pop up the message "(App name) cannot be downloaded. Try again later". I tried restoring the settings, but the same happened. I am on the stable version of iOS 14.4.

I don't see a wifi network in your screenshot.
Try using a wifi network to download from the App Store; office, library, coffeeshop.

Try going to settings>general>reset>and reset your network settings. This link may help too - If you can’t download or update apps on your iPhone or iPad
Make sure your device is plugged into a power source tor that the battery % is above about 15%.
