In settings on your phone go to Phone - Calls on Other Devices and change the setting.

Helpful but doesn't work. Calls on other devices says "on". When I tap on it it shows that it is off (no green light). If I press to turn it on it says:"CANNOT TURN ON Calls on other devices" (FaceTime and iCloud must be signed in to the same Apple ID to enable Calls on Other Devices).

Check - settings - calls/phone - calls on other device off.
No listing under settings for calls/phone. Search of "calls" reveals only "allow calls from", "repeated calls", "RTT/TTY", "Auto-Answer Calls" and "Return Missed Calls"
