New I Pad. Why can’t I download apps

I am trying to download apps for the App Store (free apps like Facebook)and it is not downloading. Would anyone know why.

Yeah,
Even for free apps, you need to setup a verifiable payment method in the iTunes store
You setup a payment method in the Settings app, under your name panel under the Payments & Shipping panel.
