my iPhone 6s says I have full storage and it clearly doesn’t have full storage. How should I go about this?

Can you share with us a screenshot of what your iPhones storage shows?
And I also just paid for more iCloud storage and that still didn’t solve the problem.
Sure looks full to me.
Rented iCloud storage doesn't increase the storage capacity on any device.
Your iPhone should tell you that your storage is full when it is about 1GB away from completely full.
I've never heard of that.
