2 different phones on Apple ID want to keep numbers and messages from being seen on both phones
Can I have two phones on 1 Apple ID and not have to see the other persons recent call list or have their app icons on my phone?

You can circumvent the recent call list, Messages (although will be accessible on both iPhones with ease) and phone calls (Wi-Fi Connected) by changing several settings. Contacts, Notes etc will be shared.
The better solution for you is to continue to keep both iPhones on ➔ Separate Apple IDs. Then review ➔ Family Sharing. See if Family Sharing works out for you instead.
