Suddenly about half my apps on my 5S stopped working, all showing a cloud download symbol. Some would reload but several load and then come back with the cloud symbol and still don't work. Occasionally get a menage saying retry later. Started in the last couple of days.

I suspect your phone offloaded some apps because you had optimize space turned on. It may now be trying to re-download them and the old versions that worked under iOS11 are no longer available. But that's just a guess.
Update to 12.5.1 and try again.
iPhone 5s. Only 1.4 gb of headroom. Download will kill it. Only 16gb phone. All worked fine until a couple days ago when almost all apps went to needing to be reloaded. A few worked. Doomed I suspect.
It was a good guess and I didn't think of it.
