Are Jam Packs a part of Garage Band?

Are Jam Packs a part of Garage Band? My friend has Jam Packs instruments in Garage Band and said she did not buy or added anything to Garage Band. I need Tango Acordeon instrument and I don't know to get hold of it. Really appreciate your support.

They are included with MainStage, but not Garageband. However, there are additional loops and sounds you can download, but those have changed over the years.
