iOS update 12.5.1 - cannot make calls or receive them

I have an iPhone 6plus. Completed the update and now I can’t make or receive calls. I have no network issues. I have done a hard rest. Have reset my network settings. Have also turned airplane mode on and off. Still can fix the problem.
