I have an iPhone 6S. I can neither edit my alarm time nor set new alarms. When I press the plus sign, the app automatically closes. How to fix this problem?

I checked the update option, and I have the latest IOS version.
I switched the iPhone off multiple times, but nothing happened.
I also did as advised, I force restarted my iPhone, but this did not solve the problem.
I discovered that others too have the same problem. (See attached)
Is this problem only limited to Iphones in the Middle East or other countries too?
Any advice on how to circumvent and fix this problem?
