what does error code -1008F mean?

It comes up with a failed globe symbol.

I have tried all the key shortcuts during startup as well as plugging in an external OS installer but no matter what, it asks to choose a wifi network and enter password. the globe becomes a progress bar (takes from anywhere from 5-6minutes for some options and 30-40minutes with the external installer option) but then eventually fails and comes back to this error code!
