Cannot upgrade iCloud storage

Hi,

I am having trouble upgrading my iCloud storage. I go to system preferences, click on manage and choose the bigger plan but then once I enter my password it opens this browser page of the mac website for some kind of education/business program and does not let me close it or proceed or anything. If I click on upgrading to this education plan (even though i don't want to) it comes back with an error message. What's happening?
