Removing Icons/Bookmarks from Homescreen

I don’t have restrictions listed under General on my IPad 6. Where can I find restrictions?

iPadOS has moved Restrictions settings to ScreenTime:

Settings > ScreenTime > Content & Privacy Restrictions
