My phone won’t let me turn my WiFi on

Is your Bluetooth switch also greyed out? If it is your phone’s radio chip has probably failed; you will need to contact Apple support to arrange for a repair.

You can try restoring the phone to factory settings using your computer→Restore your iPhone, iPad, or iPod to factory settings - Apple Support, then testing before you restore your backup. If this doesn’t fix it then it’s definitely hardware.

Check and see if you can turn on Bluetooth. If that is also greyed out you have a hardware problem, click on the Contact Support link at the top right of this page to start the service problem.

Do you have a router in your home?

Looks like you have a managed device (like a company iPhone).

How did you come to that conclusion?
