When I broke my phone, I lost all my photos because I didn’t get more iCloud storage. on my new phone, it still reminds me of my old photos by telling me to get iCloud, does this mean that they can be recovered with getting more iCloud storage?

In the previous broken iPhone some photos have been lost as you didn't planned to buy extra iCloud storage , in new iPhone when same Apple ID and password of old iPhone is signed in , the photos that were saved on iCloud will sync .
