Not all builtin apps can be deleted.

If it's a 3rd party app, you surely can.

Note: Make sure Restrictions is not set:

Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps: change to "Allow".

Note : Content & Privacy Restrictions must be enabled to see and make changes.

You probably didn’t restrict it. This is a relatively new setting with iOS 14, and it appears to default to Not Allow based on how frequently this issue has been posted. I’ve been trying to get confirmation of that hypothesis, but so far I’ve been unsuccessful.
