Contact Apple Support:
To remove your apple balance, you need to contact Apple Support, via phone, and have them zero-it out. These are user-to-user forums - no one here has access to you account settings (and that is a good thing, BTW). So, contact Apple Support. They will run you through the fix.
Apple Phone Support:
- Contact Us - Choose Locations
- Proceed from there as Necessary
Why the Wait:
