Recycled files reappear repeatedly

I recently migrated from a fairly old Mac to a nice shiny MacBook Air. I suspect that it's somehow due to this migration that I now have a folder that keeps reappearing in my recycle bin. I can empty the bin but wait anywhere between a few minutes and a few hours and it will reappear!

It doesn't take much space, but I'm one of those types that hates anything in their recycling bin so it's slowly driving me nuts.

Anyone had this issue or can suggest a solution?

deleting locked files in recycle bin I've been trying to empty my recycle bin for over a week and i'm extremely frustrated.. There seem to be locked files from deleted backup files (I didnt put there) but it takes forever to delete files then it ends saying there's a locked file. I can't find the file, the folders are nested 30 deep easily. I'll never be able to do this normally. Is there an easier way to mass delete locked files hidden in the recycle bin? It's creating storage problems, there's several gigs of stuff trying to clear. macbook pro running monterey

Deleted folder reappears in trash I am running High Sierra version 10.13.16 on a MacBook Air 2017. Occasionally when I delete download folders, I put the folders in the trash and emptied it. Moments later, they reappear in the trash. I moved them into my downloads folder (not in iCloud) but they reappeared in the Trash anyway, giving me two copies of the empty folders. I moved them to the Mac desktop (which is part of iCloud) and left them there awhile. Threw them in the trash and emptied the trash. They reappeared moments later. I used the rmdir command in Terminal to remove the folders from the Trash. Moments later, they reappeared. I tried to reboot in safe mode and fix it, but that also did not help. I have tried everything. I am unable to delete these folders. Does anyone have any suggestions? Please help.
