I don’t know how to explain this. But i just got the new iPad Air and sometimes it gets stuck on safari and i can’t do anything but be on safari this is the second time it has happened. It doesn’t let me turn it off or lock the screen it just gets stuck for hours.
If you're sure that you performed the specific correct gestures to force reatsrt your iPad Air 4th generation (to no avail), since that device is brand new, make an appointment and have it inspected at an Apple Store or Authorized Service Provider among this list:--> Apple – Location Selector

Try a forced restart of your Ipad:
Then clear your Safari history using these instructions:--> Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support

That did not work. It won’t let me turn it off or Lock Screen. Nothing works except for safari
