on my iPhone 7, when I sign in to Apple discussions and am prompted for the six digit code two-factor authentication, I never get it. I always have to say I didn’t, and request sending to my phone.
is this normal? (Why) Can’t they tell I am using my phone, in the first place?

If you use a dummy appleID (ie not the one the phone is activated with) and that ID has or had another device associated with it the code will be sent to that other device
So why is your phone not trusted?
My code goes to all my trusted devices including the one I am using
The code is sent to your "trusted" device.
Great question. I did not (intentionally) change that. It just started operating differently when I left my MacBook Air with the experts for clean up.
