A broken Apple Pencil cannot be repaired - only replaced.
If your Pencil is within its one year warranty, you should seek replacement from your retailer or an Apple Store.

If Apple support told you they would not replace an actual broken in two Apple Pencil under the limited, one year AppleCard warranty, then you have no choice but to purchase another brand new Pencil.
Apple Pencils just don’t break in two by themselves.
Take better care of your Pencil when you purchase another one, again.
