Dual monitors connected to MacBook Air 2020
If I connect 2, 4K monitors to my MacBook Air 13” 2020. Does that mean I can’t charge the device? Or do I need to find a dock that allows more connections?

You need a dock, or Apple’s multiport adapter if you’re connecting with HDMI, or a USB-C display that provides power. For docks, look at Brydge, Elgato, OWC. If your Mac is an M1, it only supports one display.
