Your Windows PC will need to have Bluetooth compatibility to pair the airpods. Once you have confirmed this you can use the Windows search bar to searh for bluetooth settings wich will bring up the window to find a new device. Have your PC search for new devices and press and hold the button on the back of the airpod case until you see the white light. Once you have done this your PC should see the airpods and you can pair from there. If your computer is a MAC it should just see them assuming Bluetooth is on and working.
