Hello! I have just recently changed phones(iphone8 to iphone11) and have ran into a problem when restoring my phone from my most recent icloud backup. Every time I try and restore my new phone with my previous icloud backup, it gets stuck with 4.37gb remaining. The only apps that fully download are the default apple apps. Also, none of my photos/videos are on my new device either. Any suggestions on what I should do? Thanks in advance.

Lastly, by chance did you have your photos and videos synced with iCloud on your old iPhone? If so, then this data wouldn't be included in an iCloud backup, and can be restored to your iPhone after signing into your iCloud account, and enabling iCloud Photos in Settings > [Your Name] > iCloud > Photos. You can find this in the last resource provided under "About your photos" as well.
