At the moment, the Apple Watch is considered an iPhone accessory, and many of the features depend on iPhone support, especially telephone services, including SMS/MMS texting.
Even the cellular mode depends on being able to share the iPhone's phone number, and since the iPad does not have a phone number, a Cellular Apple Watch would not be able to get a phone number to use.
Maybe in a few more Apple Watch generations, the Apple Watch will be a standalone device and not dependent on an iPhone, but that technology is not there yet, or at least not for what Apple want to manufacture.

You can ONLY pair and setup an Apple Watch with an iPhone 6s or newer running iOS 14
If you have paired to an iPhone, then you can use Apple Fitness+ in conjunction with your iPad as the video screen for the exercise activities.
Are you sure about that? An iPad should have iPadOS 14.X not iOS 14.X. As far as I know an Apple Watch can only be paired with an iPhone. While using an Apple Watch with Fitness+ you can also use an iPad. but pair the two.
The manual says " Your metrics, like heart rate and calories burned, are shared from your Apple Watch to your iPhone, iPad, ..." how do I get my iPad to recognize my Watch. I only get the "Workout without Watch" option on the screen when I stream a video.
That makes a lot of sense Bob. Thanks so much for explaining it. I was just thrown off when my iPad referred to my Apple Watch when starting Apple Fitness +. That's why I had a hard time understanding that it wasn't possible.
Yes it can make a bluetooth connection to fitness+ on an ipad pro,no it cannot setup and pair with an ipad pro.
Ok, then how do I get it to connect via Bluetooth?
Thank you very much for your response. I get it now however, I’m surprised that the watch doesn’t “connect” with an iPad.
Try opening up the home app on your iPhone, iPad and watch
Make sure you do it on all 3 devices, you don't need to do anything but open the app that one time.
Then reboot all three.
