File Sharing: "You can't give other users access ..."

I am trying to share files between two users on the same macbook air. I have set up everything but...in the originating user I accidently deleted the shared file with the other user name. The folder I wished to delete has a name of a Chrome export but my user name is there with read/write but...when I log on to the other user I cannot access the file. I receive the error:

"You can't give other users access to this shared folder because it isn't available". I am assuming this is because I deleted the shared folder with my user name. So I have no idea how to remedy this.
