How do I change the macbook keyboard type to JIS?

Im going absolutely nuts with this, Ive been literally slamming my head into a wall most nights after hours and hours of trying to accomplish this. I have probably spent at least 40 hours total trying to accomplish this and Im to the point where I may have myself committed because Im losing my sanity.


I have a macbook A1466

It has a built-in japanese keyboard (JIS) this means the default keyboard looks like this



As you can see its a bit different from the standard american version

Ever since I wiped my mac and reloaded mojave osx thinks its a daamn ANSI keyboard, which is the typical american version, so several keys do not type whats physically printed on the key.


ALL I NEED TO DO IS CHANGE THE KEYBOARD TYPE TO JIS


There is no "change keyboard type" button in settings/keyboard

The is no com.apple.keyboardtype.plist file

when i try to open the add keyboard wizard it just tells me that there is no unidentified keyboard and closes immediately

this is not a matter of changing input source or keyboard layout, the keyboard TYPE needs to be changed

I have tried PRAM and SMC Resets SEVERAL TIMES


please some one help me before I go completely insane
