Because Pages for Mojave ended at version 10.1 and you have been using Pages v10.2 thru v10.3.9 on Catalina which are not application version compatible with Mojave.

If you performed a Time Machine backup prior to upgrading from Mojave, then you have a Pages version compatible with Mojave that you can retrieve from that backup.

Otherwise, the only Pages version that Apple makes available for download is the current version in the Mac App Store which requires Catalina or Big Sur.

You can launch the Mac App Store on Mojave, press ⌘+0 (zero) and click on the Pages application shown, it will likely tell you that you cannot upgrade to Pages because you do not have Catalina, but it might (slim chance) also offer to install a version compatible with Mojave.
