Cannot update software 14.4

I had tried to update the software 14.4 on my iPad but takes ages on preparing update then goes back to square one “Download & Install”, then a repeat of what you just attempted.

tried almost everything then finally a reset “Erasing Contents & Settings” tried the software update 14.4 but once again fails to install.

regardless I installed software update 14.4 on my second Apple Air iPad 2.

Question:

what else can be done to over come the failure each time?

iPad Air 2, iPadOS 13

You may have greater chance of success if you connect your iPad to a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS). Once connected to your computer, your iPad will be detected - and you should be able to update activate using iTunes/Finder.
