Voicemail error code 1035

My husband has an iPhone 11, and by company policy, has to change his custom voicemail greeting. When he tried doing this, it gave him an error code 1035. This is mandatory company wide. He is in administration and has to be able to receive voicemails. Has anyone had this issue? If so, do you have any suggestions?
