Why are you supposed to choose a network and what do you mean by your phone won't accept Safari?
If your iPhone is disabled have you tried the steps here -> If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

My phone was hacked & totally disabled. I had to borrow my sister’s phone & have the number changed so that I would have a phone.
Proof of ownership was provided by Sprint, my provider.
I believe, after waiting for nine days, I was successful in changing my password; but, that was as far as I could get with the restoration. I need MY phone & my phonebook!
That’s the only network I know of with Sprint
