Why are you supposed to choose a network and what do you mean by your phone won't accept Safari?

I'm sorry, but when you list information that has no reference (I can't see your screen) and I ask two simple questions and you come back with I am being rude, I'll stop now at attempting to help you in any way. Apparently you think everyone is rude. Good luck to you.
My phone was hacked & totally disabled. I had to borrow my sister’s phone & have the number changed so that I would have a phone.
Proof of ownership was provided by Sprint, my provider.
I believe, after waiting for nine days, I was successful in changing my password; but, that was as far as I could get with the restoration. I need MY phone & my phonebook!
Call an authorized Apple repair location and ask.
Best Buy stores are one.
