Can I back my phone up to recover data on an app to a previous date?

When you backup your iPhone then that backup file will have information as current as the date and time that it was backed up.

When you restore your iPhone from that backup file, then your iPhone assumes the state that it was at the time of that backup file.

To answer your question, you just cannot restore to a previous date and time without restoring from a backup file.
