Is it possible to operate and set up an Apple TV (2nd or 3rd generation) using the Siri remote..?

I doubt it

it's not listed under compatible Siri Remote - Apple

and the older remote has 1 physical microSwitch for each direction where the siri remote has a touch area

You can purchase a replacement remote for the Apple TV (2nd or 3rd generation).
