It fixes a PDF redaction bug in the Preview application on M1 macs that appeared in 11.2. It would be unlikely that Apple would release a point update without other manageable bug fixes or feature updates in it as well. Whatever they had time to include with it.
No. You will be able to update from 11.2 to 11.3 or other future versions without going through 11.2.1.
Seeing that the only thing mentioned is a fix that affects mac laptops from 2016 and 2017, I guess that if you are using 11.2 it does not make a difference. What is your current OS?

If I don't need it don't want to go thru with the update
