An individual device can be used to create only three AppleID accounts. This is hard-coded in Apple’s back-end server infrastructure- and cannot be bypassed by the device. You can create another AppleID account, but not from a device that has already used its allocation.
This measure is intended to prevent account abuse.
How to create a new Apple ID – Apple Support
The inability to create a new AppleID account is not, of itself, an indication that the device has dubious provenance - or that the device has not been properly prepared for reuse. In fact, as you are clearly setting-up from the initial “hello” page of the iPad, this demonstrates that device is ready to be set-up by a new owner.

If you purchased this iPad used, probably not.
It is most likely, user activation locked, also.
Attempt to return this device and get your money back!
You will never get this device to work for you.
Failing the above, there is nothing more to be done.

Next time, purchasd a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, locally or online that are capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.
