When I go to download an app it says -

"We could not complete your purchase.

(null) can't be installed on "OS X Base System" because macOS version 10.14 or later is required."

how can I fix this? My current version is 10.13.6

If an app requires macOS 10.14, then it can't be installed on a Mac with macOS 10.13.6.

You will need to upgrade to macOS 10.14. Go to System Preferences>Software Update. Does it offer the 10.14 upgrade?
