Thank you for clarifying that. You are addressing other community members like yourself here at Apple Support Communities so we would not have access to change anything on your account. Also, subscriptions do need to be done by the customer directly on their device. Let's try a few more things to see if we can get this up and running. You mentioned trying to do this on multiple devices, are all of the devices connected to the same Wi-Fi network? Have you tried connecting to a different network to see if the subscription will update?
What do you mean that the money for the upgrade doesn't show on your credit card? Do you mean you are not seeing a charge for the upgrade? If so, it can take a few days for the charge to actually show on your statement. Also, if you are part of a Family Sharing group, those charges would go to the organizer's payment method.

What does it show as your available storage when you go to Settings > Your Name > iCloud? Right at the top your should see "Storage" and it should say XXGB of 200GB used if it successfully went through. Do you see that?
