Can I access my data in old SSD if I place it in my new Mac AIR 13 by removing the new one? I am unable to find the SSD to SATA adapter for this 28pin m key sad.

No, since 2018 the MacBook Air models have had the storage soldered to the logic board, there is no slot anymore. You need to put your old SSD into an external enclosure.

You're still going to want to use an external enclosure.
To begin with, assuming your new machine shipped with a newer version of macOS than the old one was running, you won't even be able to boot from that drive in the new machine.
My old one and new one are same - 5th generation A1466 model Mac air 13 model.
Then you should be able to just swap them, assuming you want to connect an external drive to recover the data.
