iPad unlocked but has Apple ID
I’m a retailer that sometimes get iPads donated but they have the users Apple ID and of course I don’t have the password. Is there a way to reset the Apple ID?

Without the Apple ID and Password of the original owner who set up the device, you will never be able to use it. We can't help and Apple will not without the original receipt clearly showing the serial number. Activation Lock is a theft prevention feature. See this link...

You can recycle the iPads at any Apple Store.
